Scientific censorship

The Fish and Wildlife Service issued a memo that makes polar bears and global warming taboo subjects in public scientific discussions (see here ). Scientists traveling abroad are required to assign a spokesperson who understands the administration's position on this topic (i.e. wouldn't say something that contradicts this position).

Bush administration is notorious for trying to shut up those who disagree. But giving such lame justification as this one:

H. Dale Hall, director of the U.S. Fish and Wildlife Service, said this policy was a long-standing one, meant to honor international protocols for meetings where the topics of discussion are negotiated in advance.

Can anybody tell me what that's supposed to mean?
